Located in the higher part of the city, the Upper Quarter of Synagogue was built in 1897 with the initiative of Ravvin Barukh. It was used as a salt storage place in Soviet times.

Ruslan Isayev was born in the village of Qayabashi in the Shaki district. With a degree in Mathematics, he graduated from the Azerbaijan State Pedagogical University named after. After 19 years of teaching, he found his new passion - being a guide. He moved to Oghuz district, one of the few places where Jews lived in Azerbaijan. From there he began his career and shared his experiences and insights.
